When WW1 threatened to break out, Keyes and Jones were living and working
in Canada. Both were experienced SM COs. They had left the Royal Navy prematurely
and were on the RN Emergency List. In August, 1914, they accepted temporary
commissions in the RCN to take command of the submarines CC1 and CC2 that
the British Columbia Government, acting on behalf of the Naval Service
of Canada, had bought from a Seattle shipbuilder.
